Nominate a model civil servant 
to CSC HAP, urges CSC director

TAGBILARAN City, September 22 (PIA)--The move to make every civil servant a servant hero continues as the Civil Service Commission (CSC) urges everyone to continue nominating exemplary civil servants and their outstanding contributions to national development. 

CSC Bohol Provincial Director Elizabeth Mateo reiterated this at the Kapihan sa PIA celebrating the 117th Anniversary of the Philippine Civil Service. 

The program is in line with the government's recognizing the outstanding public officials and employees and is conferred by no less than the President of the Republic of the Philippines.

Officially called the Honor Awards Program (HAP), the awards in three distinct categories is provided by law, CSC Bohol Director Mateo revealed at the weekly radio forum on air. 

The awards include a nationwide search for the Presidential Lingkod Bayan awardee, which could be given to individuals or groups which would be picked from the nationwide nominees with outstanding contributions with national impact, public interest, security and patrimony. 

The contribution may be a suggestion, innovation, invention or superior accomplishment, she said. 

Another award up for grabs is Dangal Ng Bayan for individuals who relentlessly and consistently demonstrate exemplary conduct and ethical behavior based on the 8 norms of behaviors provided under the Code of Conduct and Ethical Standards for Public Officials and Employees. 

According to the CSC, these norms include commitment to public service, professionalism, justness and sincerity, political neutrality, responsiveness to the public, nationalism and patriotism commitment to democracy and simple living. 

Finally, the CSC Pag-asa Award is for individuals and groups for their outstanding contributions resulting from an idea or performance that directly benefit more than one department of the government. 

Commission Pagasa (Pagasa) Award is conferred to an individual or group of individuals for outstanding contribution/s resulting from an idea or performance that directly benefit more than one department of the government; The term “group” shall refer to the following: 2 Two or more individuals bound by a common objective, a task force, a technical group or a special working team, formed/created/organized formally or informally to undertake certain projects/programs. Maximum membership for both Presidential Lingkod Bayan and Civil Service Commission or Pagasa Awards group/team shall not exceed 10 members. The group/team should have demonstrated teamwork/camaraderie shown by constant communication, coordination, cooperation, and cohesiveness among its members. Each group/team member should have verifiable/actual contribution in the attainment of the group/team’s accomplishment.
