RD Espino orders Bohol cops
Reinvestigate killings,
Unmask perpetrators

TAGBILARAN CITY, September 12 (PIA)—Police Regional Office 7 Regional Director (RD) Police Chief Superintendent (PCSupt) Jose Mario Espino issues a policy directive that would ultimately absolve the police organization of the ascribed criminal culpability over killings and negate the chance for groups to bring these issues to the streets.

“Go back to the unsolved crimes perpetrated by criminals riding in tandem and death under investigation,” he ordered.

The spoken directive came even as the police organization is still reeling from accusations that these crimes are perpetrated by state elements, owing to the fact that majority of the killings involved drug personalities and criminal elements.

On this, Bohol police authorities have echoed regional officers revelations that there are indications that “these killings” are done by rival drug groups are they themselves trying to eliminate competition or by drug suppliers who run after dealers with debts.

The unsolved killings, PCSupt Espino implied, are fodder for the Administration critics including left-leaning groups poised to instigate street rallies and disrupt democratic processes.

During the blessing and inauguration of the new P14 million police station in Tagbilaran City, Espino, whose rank is equal to that of a general in the army, said as one who learned his ropes in the streets of Manila, he acknowledged the New People’s Army (NPA) as a second threat to the society after lawless hardened criminals.

But, as for the insurgents and their modus of disrupting city operations with protest marches and destabilization plots courtesy of their cause-oriented group allies, the regional police chief said, “they can not thrive without issues [to exploit]”.

So as not to give this chance to left-leaning groups and their horde of street parliamentarians to gain an inch, Espino ordered his police all over the region to go ultimately unmask the perpetrators.

Earlier, PCSupt Espino shared that his term would be marked by the return of the police on street duty.

Patrol Beat System (PBS, we will go back to it, he announced to the modest crown composed of police officers of Tagbilaran City Police Station and members of the City Special Weapons and Tactics (SWAT) unit.

At the opening of the state of the art police station fitted with air-conditioned rooms, he warned his men: “you do not aspire to be [sitting] in this police station,” rather, “you have to patrol the streets.”

By the PBS, he said police officers would be assigned in certain locations, these men would hold ownership of the place and be responsible for any crime happening within the assigned area.

He also reminded his men about the PBS motto: the police ABCs which is Always Busy Catching Criminals, Druglords, pushers and users and other lawless elements. (rahc/PIA-7/Bohol)
