Candavid hosts Bohol’s
First Dagyawan dialogs
CANDAVID, MARIBOJOC, Bohol, Nov 6 (PIA) – Over 600 residents of this mountain-top barangay some seven kilometers uphill from the town center had their first experience of Dagyawan sa Barangay, when over 15 national government agencies and local government units trooped to the village in the tri-boundaries of Maribojoc, Antequeta and Loon to deliver government services in this far flung barangay.
Dagyawan sa Barangay, also better understood as “Tinabangay sa Barangay,” is an venue for his platform serves as a venue for active engagement between the government and the people at the grassroots level, bringing government closer to the grassroots and opening up real time communication and feedback system on the efficiency and effectiveness of government programs, projects and activities, explains Bohol Department of Interior and Local Government Provincial Director Jerome Gonzales.
A mechanism for bringing to action the whole-of-nation approach in ending local communist armed conflicts (ELCAC), the Dagyawan facilitates the multi-stakeholder and community based peace and development in conflict-affected communities, as this the retooled community support program (RCSP) is shared by the military and the community.
An offshoot of the Community Support Program, the RCSP identifies issues of the communities and introduces developmental interventions to resolve these issues.
Then with the CSP under the military, issues which can not be resolved due to lack of funds can now be untangled with stakeholders and with the local government units driving the interventions, and the government agencies in the task force filling in the gap in the problem of lack of resources.
Army’s 1Lt. Neil Anderson Espinosa, who spoke from 47th Infantry Battalion’s commanding officer Colonel Allan Tabudlo highlighted community participation as he said insurgency can not be resolved by armed confrontations alone.
“Our Special Operations Teams have no capabilities to address issues in the communities, causing the people to stray,” he hinted.
Maribojoc Mayor Romulo Manuta, chair of the Municipal Task Force (MTF) on ELCAC before the oath taking of the MTF reported that he has issued an executive order creating the MTF ELCAC and the establishment of a group to look into the development and peace and order issues to make the government focus on these for sustainability.
That same day, administering the oath taking of the MTF ELCAC, for Governor Arthur Yap who could not come, and for Board member Ricky Masamayor who sits as the Sangguniang Panlalawigan Peace and Order Committee chair was BM Aldner Damalerio.
Government and community stakeholders also signed the Pledge of Commitment to support the RCSP Dagyawan sa Barangay and the community also renewed their commitment to the country and represented by its flag.
The day was also marked with Serbisyo Caravan where at least 15 national government agencies rendered frontline services to the community.
Other than the local government units, also present were the Departments of Health, Education, Social Welfare and Development, Public Works and Highways, Labor and Employment, Justice, Trade and Industry, National Defense, Environment and Natural Resources, Technical Education and Skills Development Authority, National Housing Authority, Philippine Information Agency, PhilHealth and Pag-IBIG Fund.
In the afternoon, Candavid Barangay Officials held the Talakayan ng Mamamayan, where a dialog between government agencies and the community happened as facilitated and moderated by the DILG. (rahchiu/PIA-7/Bohol)
