NAPC, Bohol Province set to 
sign agreement on 3S Program

TAGBILARAN CITY, Nov. 27 (PIA) -- The National Anti-Poverty Commission (NAPC) and the Provincial Government of Bohol (PGBh) are set to sign an agreement that will further address the conditions that indicate poverty.

In an Online Press Briefing on Friday, NAPC Visayas Operations Unit Head Favian Magallanes said that NAPC Sec. Noel Felongco and Gov. Arthur Yap will sign an agreement on NAPC's Sambayanihan, Serbisyong Sambayanan (3S) Program next month.

The 3S is a strategic program of NAPC aiming to reduce poverty incidence from 21.6 percent in 2015 to 14 percent by 2022, equivalent to lifting about 6 million Filipinos out of poverty.

It also has components providing informal settler families and urban poor with basic services and access to climate-responsive dwelling, livelihood, and employment.

The 3S also has approaches to developing innovative infrastructure and financing mechanisms for the rural poor.

Other components will strengthen rural-urban agro-economic value chains, secure the health and general well-being of the poor communities, and enhance food security.

Felongco explained the 40-10-10 approach in identifying the beneficiaries which includes the 40 poorest provinces, 10 poorest cities and municipalities, and 10 poorest barangays.

For Central Visayas, Bohol and Negros Oriental are included in NAPC’s target since they belong to the top 40 poorest provinces in the country based on the Philippine Statistics Authority (PSA) survey.

Initial NAPC target in Bohol involves towns in the second and third districts where poverty incidence is high, as also verified by other competent agencies' data.

Sambayanihan targets 14 basic sectors - farmers, fishermen, indigenous people, urban poor, teens, women, persons with disability, informal workers, formal workers, cooperatives, NGOs, youth and students, and victims of disasters and calamities.

The NAPC Visayas Head thanked the Bohol governor for offering an office space at the old Capitol where the partner local government units can also coordinate.

Meanwhile, Felongco clarified that the "TANA Youth Project" is not initiated by NAPC, adding that the said project does not belong to their 3S program.

What NAPC have is the Kasambayanihan Volunteers Program that welcomes not just the youth sector but all 14 basic sectors in our society. (ecb/PIA7-Bohol)
