NHA Bohol proposed P6B
housing in 2026, onwards

TAGBILARAN CITY, Bohol, (PIA)—The District Office of the National Housing Authority (NHA) in Bohol has proposed a P6 billion budget for its programs and projects for 2026 and onwards, to fund for its program to relocate informal settlers, fund resettlement for displaced communities, shorten the gap in socialized housing backlog and build houses for special groups here.

That budget however, still goes through the usual process of getting into the National Expenditure Program which the President proposes for Congressional Approval and enactment as General Appropriations Act (GAA).

NHA Bohol District Office HEAD Genesis Caesar Manalili shared this at the Kapihan sa PIA, amidst the widening backlog for housing for low-income Filipinos and the continued delusion of jobs in the cities attracting informal settlers.

The NHA is the sole government agency mandated for housing production, developing and implementing comprehensive housing programs for low-income, marginalized, and homeless families, by fostering private participation in the housing industry.

And for its proposed P6B fund, would come the funds for its Housing Assistance Program for Calamity Victims (HAPCV), Emergency Housing Assistance Program (EHAP), Re-settlement Assistance Program for LGUS (RAP-LGU), Housing Assistance Program for Indigenous Peoples (HAPIP), and Resettlement Assistance for Former Rebels (RAFR), Manalili enumerated.

The NHA also funds Government Employees Housing Program and builds houses in the Comprehensive Social benefits Program for uniformed personnel killed, wounded in action.

The P6B is not just for one but for various projects, Manalili underscored.

And when the proposed programs and projects for funding are programmed, the country’s location makes it even more prone to calamities that displace and necessitate relocation of communities that add to the already rising issue.

For Bohol, the proposed funding went through the process of getting an endorsement from the Provincial Development Council, approval for National Economic Development Authority (now Department of Economy, Planning and Development (DEPDev) following a Regional Development Council endorsement, Manalili explained.

And in times when LGUs are implementing disaster and risk reduction projects, the NHA announces its assistance menu which includes funding and full technical assistance in its RAP-LGU, he said.

For these LGUs needing to relocate households or communities sitting in disaster risk or hazardous areas, LGUS with relocation lots can avail of funds housing construction funds for the new site.

With a lot proposed for relocation, the NHA does an ocular inspection to determine hazards; if its flooded area, landslide prone, soil erosion, do PHIVOLCS tests for sinkholes and their proximity to existing fault-lines, and the availability of power and water lines, according to Manalili.

The NHA intends to build a residential community, and so there has to be no hazards, that site preparation has to be done before building.

Once completed, the NHA meets with the proponent for the type of housing, helps prepare the proposal, design and budget request.

Once approved, we will download the funds, and in fact, we can guide the LGU throughout all the process, all the technical assistance will be coming from the NHA, and they can even choose to procure or the NHA can do that for them, Manalili said.

Over all of these, Manalili asks Boholanos to help lobby for the approval of such so the NHA can help close the low-income housing backlog, reduce informal settlers and help underserved families find a new home. (PIABohol)
