MOA on SLPA empowerment
TAGBILARAN CITY, Bohol (PIA)—With similar goals of improving the socio-economic conditions of Boholanos, the provincial government and its concerned departments and the Department of Social Welfare and Development (DWD) sign a convergence strategy Memorandum of Agreement (MOA) that aims to enhance the effectiveness and success of the government’s banner Sustainable Livelihood Program (SLP).
Both mandated to assist local government units, non-government organizations, peoples organizations and other sectors of the society especially in alleviating poverty through empowerment towards improved quality of life, the DSWD and PLGU Bohol saw a need to establish areas of cooperation and convergence especially in making use government resources ate stretched to maximize its poverty alleviation goals.
Governor Erico Aristotle Aumentado, in the name of Bohol and DSWD Shalaine Marie Lucero represented by SWAD Bohol team leader Jimmy Crucio, formalized the pioneering agreement in crafting a model for livelihood program implementation with Capitol’s provision of parallel skills training program, technical assistance and monitoring to ensure success and progress.
“This is a clear affirmation of our shared commitment to uplift the poor and vulnerable families whom we all serve with purpose and compassion,” Gov Aumentado said.
“While the DSWD funds the SLP as mandated, under the MOA, Capitol, through its Provincial Cooperative Development Office (PCDO) ensures SLP associations can avail of workshops and hands on training on cooperatives, business management and operations including book keeping, internal control systems, continuity and risk management plans,” shares PCDO head Maria Conrada Fuertes, during the Civil Society Week opening program when the MOA was signed.
Meanwhile, the MOA also engages Capitol’s office of the provincial agriculture and veterinarian for their possible provision of SLPAs access to new technologies and practices, training, knowledge management, animal diseases management, veterinary services, technical assistance on livestock production, while Capitol’s Economic Development and Investment Promotions Office can now render to SLPAs support as micro, small or medium enterprises through capacity building, investment orientations and trade promotions.
“Through this partnership, we bring to life a robust convergence model that will deliver nlivelihood skills training, technical assistance and continuous mentoring ton our targeted beneficiaries both 4Ps and non Pantawid households,” Aumentado added.
That same day, PCDO of the Provincial Government and the SP Committee on Civil Society Organizations recognized 37 cooperatives accredited by the Sangguniang Panlalawigan, and eligible for government assistance.
Through the Provincial Government, the PCDO also turned over P543,896.00 livelihood grant to Cagwang Farmers Association of Garcia Hernandez town, for the purchase and establishment of a mini-rice milling operations and another P300,000.00 to Bamboo Artisanong Mag-uuma Bol-anong Lumad (BAMBOHOL) for their bamboo livelihood industry in Danao, Bohol.
