TAGBILARAN CITY, Bohol Feb 1 (PIA)—Bohol Provincial Peace and Order Council (PPOC), it its first quarter joint meeting with the Provincial Anti Drug-Abuse Council (PADAC) recently approved a P329,983,054.90 budget for its programs, activities and projects for 2025, with the largest slice of the pie going for social welfare projects.

The top offices upon where the PPOC Programs, activities and projects are the Office of the Provincial Social Welfare and Development (OPSWD) at P95 Million, Office of the Governor (GO) at P80M, Office of the Provincial Agriculturist (OPA) at P62M, Office of the Provincial Veterinarian (OPV) at P21M, Provincial Cooperative Development Office (PCDO), at P19M, Provincial Youth and Development Office (PYDO) at 15.5M, Bohol Mineral Resources Regulatory Office (BMinRO) at P11M, Provincial Health Office (PHO)at P10M, Bohol Environment and Management office (BEMO) at P1M and the Provincial Legal Office (PLO) at P.5M.

According to Provincial Budget and Management Officer Peter Ross Retutal, all programs, projects and activities included in the promotion of peace and order are covered by the Annual Budget of the Provincial Government of Bohol for 2025 and approved through an appropriations Ordinance No, 2024-020.

Set to be implemented by the OPSWD are 6 programs that go into support for the government’s ending local communist armed conflict (ELCAC) and maintaining the internal security.

The OPSWD has reserved funds for its local integration program for former rebels and support to the national task force on ELCAC amounting to P2,358,669.00.

For its crisis intervention and youth and children in conflict with the law, the OPSWD keeps a P10,145,536.00.

The office also keeps a P75 million fund for its local social protection program including its aid for individuals in crisis situations and another P7,500,000 for its community outreach mission.

The Office of the Governor (GO), on the other hand keeps an P80 million fund for its programs, projects and activities.

These include P20 million counterpart funding for Peace and Order, P14,625,000 for its Bohol Outreach Program and caravans, P10 million for its localize AICS inclusive of burial, medical and hospital assistance, P6M for Capacity Development for Barangay Officials, P5.5 million for coordination and linkage with municipal and barangay stakeholders.

The GO also keeps a P2M for the Provincial Government and Civil Society Organizations Collaboration Program, and another similar amount for support to task forces, councils and boards.

The GO also sets aside P750,000 as counterpart funds for the Department of Interior and Local Government in its Lupong Tagapamayapa Incentive Awards and the Ten Outstanding Barangay Officials of the year, plus another P450,000 for aid to the Regional POC and PPOC Counterparts.

With LGUS still looking up for aid from the Provincial Government, GO has P10 million funds for support to various infra projects of LGUS, P3.2M for support to LGU waterworks projects, P2.7< for barangay electrification and P10 million for LGU road development programs.

And just as food security and production are wicks that could easily ignite communities to commit crimes, the PPOC also put up some P62 million in support for agriculture, to be implemented by the OPA.

Biggest chunk of the P62M budget goes to rice program in the purchase of hybrid seeds for lowland and irrigated and rainfed farms at P27M, P15M for the purchase of inorganic fertilizer for hybrid production, P8M for organic fertilizers in support to farmers associations, irrigators associations under the national and communal irrigation systems.

For rice pest control, the OPA also keeps a P1.9million budget for insecticide and fungicide.

For the corn program, the OPA keeps a P9Million budget:, P2.7 for the purchase of hybrid yellow corn seeds and 6.4M for the purchase of inorganic complete fertilizer.

For the OPV on livestock production, the PPOC under Gov Erico Aristotle Aumentado allocates P21M top-billed by the P7.7M in livestock and poultry livelihood enterprise development, P6.4 M in Animal Public Health ProgramP3.9 M in livestock and poultry production support from the local development fund and another P3.6M for livestock and poultry production support program.

The PCDO, an office tasked to coordinate poverty alleviation and community empowerment has a P19.3M budget.

This includes P10M for Livelihood and Development Assistance Program, P7M for community empowerment and poverty reduction initiatives, and P2.2M for Cooperative Development Capacity Building.

The PYDO gets a P15M budget including an anti-drug campaign in Localizing and Institutionalizing Games Kontra Droga at P5.6 million, P2M fund for Boholympics, P5.7 M for Sandugo Tigi and P1.6 for its Developing Access to Skills Innovations and Growth Program.

The BMinRO gets an P11.6M budget, while the BEMO has a P1M for its coastal and marine resource management Program.

Bohol’s Center for Drug Education and Counseling, its formal anti-drug rehab center for persons who use drugs gets a P719M and its drug Testing program, all implemented by the PHO gets P2.1 M.

The PLO, which implements the Legal Assistance for Effective Law Enforcement Program gets a P500,000 budget.

At the same joint meeting, both councils approved a confidential fund of P40 million as approved under Appropriations Ordinance No 2024-029. (RAHC/PIA-7/Bohol)
