28 LGUs, Bohol province achieve 
‘ideal’ functionality assessment rating

TAGBILARAN CITY, Bohol (PIA) — Twenty-seven municipalities in the province of Bohol achieved an “ideal” functionality rating in the 2025 Local Council for the Protection of Children (LCPC) Functionality Assessment.

The province of Bohol and the City of Tagbilaran also attained the highest rating of ‘ideal,’ an indication of their commitment to child protection and welfare programs.

The 27 municipalities are Alburquerque, Alicia, Anda, Antequera, Balilihan, Candijay, Catigbian, Corella, Cortes, Dimiao, Duero, Garcia Hernandez, Getafe, Guindulman, Lila, Loay, Loboc, Loon, Maribojoc, Panglao, Pilar, San Miguel Sevilla, Sikatuna, Talibon, Trinidad, and Valencia.

This year, 87 out of 136 assessed local government units (LGUs), or 63.97 percent, received an “ideal” level—a significant increase from 55 LGUs, or 40.44 percent in 2024.

To qualify as “ideal,” an LGU must attain a rating of 80 percent or higher, based on the criteria set in Department of Interior and Local Government (DILG) Memorandum Circular No. 2021-039.

Other functionality levels include the following: Basic (20 percent and below), Progressive (21 percent-50 percent), and Mature (51 percent-79 percent) ratings.

The LCPC functionality audit is conducted annually during the first quarter and aims to evaluate how efficiently and effectively LGUs implement policies, programs, and projects on all the major areas of concern for children.

“This recognition reflects the unwavering commitment of Bohol’s LGUs to implementing comprehensive, child-centered governance. It affirms their effectiveness in delivering programs, policies, and services that uphold the rights and welfare of children within their communities,” the Provincial Government of Bohol said in a Facebook post.

The DILG here commended all the LGUs for their dedication and continued efforts in upholding the rights and welfare of children in their communities.
