P20/kilo rice rollout to
vulnerable sectors, set
TAGBILARAN CITY, Bohol (PIA)—The Provincial Government of Bohol, along with Food Terminal Incorporated (FTI) and the Department of Agriculture (DA) is preparing for the roll-out of the P20.00 per kilo rice to priority vulnerable sectors this month.
To this, Governor Erico Aristotle Aumentado issues Executive Order No 30, which provides for its implementation in Bohol.
It may be recalled that the DA, through a Letter of Instruction dated April 24, 2025, launched its Rice for All Program which includes the P20/kilo rice to make the staple affordable to the most vulnerable sectors of society.
For this, the provincial government signed a memorandum of agreement with Food Terminal Incorporated for a local implementation of the program.
For the project, availability for the P20/kilo rice is set first to vulnerable sectors in rice deficient municipalities and barangays and other municipalities and island barangays according to Department of Social Welfare and Development (DSWD) recent poverty rating.
Earlier, the governor told media that should the program get implemented here, it would be prioritized to island barangays without rice fields, so the residents could be given access to affordable staple.
By vulnerable sectors, the program means indigent families based on the Department of Social Welfare and Development (DSWD) Listahanan, senior citizens (with Office of the Senior Citizens Association ID), persons with disabilities (with PWD ID), solo parents (with solo parent ID under RA 11861), indigenous peoples with National Commission of Indigenous People’s certification.
For the program, the provincial government says the actual cost of the rice is P26.50, that it allocates funds to subsidize the P6.50 for the 150,000 kilos set for the market in for 2025.
From the program, the provincial government, through the Provincial Economic Enterprise Management Office which is tasked to sell the rice, is expecting to collect P3,000,000, as capital for next year’s rollout.
The initial rollout would be available in 10 kilo bags per household at P20/kilo.
The Executive Order also creates the P20/kilo rice project Technical Working Group headed by the Provincial Administrator, with 10 office members and the Office of the Provincial Agriculture as secretariat.
The TWG would oversee and coordinate the implementation, monitor its compliance, develop procedures and recommend policy enhancements when implementation challenges surface. (PIABohol)

The August roll-out of the P20/kilo rice in Bohol looks at levelling the playing field as the local government includes in its priorities for the Rice For All program municipalities that do not sufficiently produce rice, including island barangays without rice farms.
