Reconstituted PPOC to have
3 special action committees
TAGBILARAN CITY, Bohol (PIA)—To be able to proactively respond to the challenges in peace and order and public safety, Governor Erico Aristotle Aumentado has set to reconstitute the Provincial Peace and Order Council (PPOC) by instituting at least three special action committees (SAC).
In a draft executive order which the Department of Interior and Local Government (DILG) presented to the joint meetings of the PPOC and the Provincial Anti-Drug Abuse Council (PADAC), the governor has seen the need to enhance the composition of the PPOC with the creation of SAC on anti-insurgency, anti-criminality and crisis management or other SACS to prevent and address issues or incidents that impact on peace and order and public safety.
It is in our opinion that the organization of Special Action Committees (SACs) under the reconstituted Provincial Peace and Order Council (PPOC) of Bohol is necessary, as it strengthens the council’s capacity to address complex and evolving peace and order concerns through focused, inter-agency collaboration, DILG focal on peace and order and public safety officer Lorenzo Torero said.
The reconstituted PPOC would now have the SAC on Anti-insurgency led by Task Group Bohol commander Major Jayrod Cabahug with the SP peace and Order Chair, DILG, Provincial Social Welfare and Development Officer, Philippine National Police, Provincial Prosecutor, Provincial Legal Officer and the office of the Governor’s Executive Assistant on Ending Local Communist Armed Conflicts (ELCAC).
The SAC on Anti-criminality on the other hand, would be led by the Provincial Director of the Philippine National Police in PColonel Patricio Degay, National Bureau of Investigation head, Philippine Drug Enforcement Agency Provincial Officer, the DILG Director, Provincial Prosecutor, Provincial Legal Officer and the Governor’s Executive Assistant on Peace and Order and Public Safety.
The SAC on Public Safety would have the Provincial Fire Marshal of the Bureau of Fire Protection FSupt Raul Bustalino, Provincial Jail warden and Administrator, Philippine Coast Guard Eastern and Western Bohol Station Commanders, Civil Aeronautics Authority of the Philippines Chief in Bohol, Philippine Ports Authority port manager, Bohol Maritime Police Station Commander, Land Transportation Office head, Provincial Health Officer, Provincial Social Welfare and Development Officer, Provincial Disaster and Risk Reduction Management Officer and the governor’s Executive Assistant of the POPSs.
As to the crisis management, the PPOC has a crisis management committee for natural crisis and manmade crisis.
While it is mandated under the DILG MC 2019-143, such clustering of different agencies based on their mandates and expertise enhances strong coordination, reduces duplication of efforts, and ensures that peace and order interventions are responsive to Bohol’s local context, whether that would be Anti-Insurgency, Anti-Criminality, Public Safety, or Crisis Management, Torero concluded. MORE RESPONSIVE PPOC. With a reconstituted PPOC, the DILG sees this as having devised a quicker-acting body with special action committees tackling focussed issues and concerns which can be presented to the council for quick action. (PIABohol)
