Aris EO crafts BREB TWG to
review, test, okay RE plans
TAGBILARAN CITY Bohol (PIA)—Bohol Governor Erico Aristotle Aumentado crafts a 13-man specialized Technical Working Group tasked to evaluate RE projects and lay guidelines in the implementation of the Clean Energy Investment Assessment Framework.
Acting in response to the mandates of the ordinance declaring Bohol as environment-friendly and clean energy province, prioritizing innovative renewable energy (RE) development and providing incentives thereof, the governor highlights the need for Bohol to opt only for the inclusive and resilient clean energy investments here.
Through Executive Order No 16, series of 2026, Aumentado reasoned that the Clean and Renewable Energy Code of Bohol or Provincial Ordinance No 2023-016 has established the Bohol Renewable Energy Board (BREB), whose tasks include revier, examination, and endorsement of RE development projects here.
But with the tasks, BREB which is a wider and more diverse Board in its multi sectoral composition, needs a specialized TWG to conduct the rigorous and date-driven assessment of all RE proposals coming in, Aumentado said.
Earlier, the BREB, in partnership with civil society groups and environmental advocates has approved and adopted the Inclusive and Resilient Clean Energy Investment Assessment Framework.
This framework provides a comprehensive methodology to assess projects not only on technical viability but also of their impacts to local livelihoods, disaster risk reduction and ecological integrity.
Owing to the technicality of the task, forming the TWG was a step further into the goals of the ordinance.
The TWG, a multi-expertise panel, according to the Executive Order, is now chaired by the Provincial Legal Officer, with the Department of Energy Visayas Field Office as vice chair and the Bohol Provincial Environment and Management Office (BPEMO) as secretariat.
The TWG members include the Provincial Planning and Development Coordinator of the PPDO, the head of the Bohol Economic Development and Investment Promotions Office (BEDIPO), a representative of the Department of Environment and Natural Resources and its Environment Management Bureau, representative of the DENR Provincial Environment and Natural Resources Office (PENRO).
It alsa has the head of the Provincial Disaster and Risk Reduction and Management Officer, the president of the Bohol Association of Non Government Organizations (BANGON), a representative of the One Bohol Power (1BP), a representative of the Department of Agrarian Reform, and the from the academic sector, a representative of the Bohol Island State University (BISU).
For its functions, the TWG would be conducting actual assessment of RE project proposals using the adopted framework, providing technical recommendations to the BREB for Board endorsements issuance, monitoring compliance of approved projects with the “inclusive and Resilient “ framework during the project construction and operation process, as well as refine assessment indicators periodically to integrate new technologies and climate data. ONLY CLEAN, RENEWABLE ENERGY. After a harrowing experience of getting cut off from the national grid, Bohol has set into motion a back-up plan to engage investors to put up Bohol-based renewable energy development projects, but only ones that has minimal environment impacts, helps local livelihood and enhances disaster resilience, according to the BREB above.
