Bohol completes first round of
LGSF rice aid to 86k families

TAGBILARAN CITY Bohol (PIA)— Owing to the logistics of delivering 10 kilo rice packs to Boholano families who are severely affected by the economic crisis, the Provincial Government completed the first of a series of rice distribution as the Bagong Pilipinas Rice Program to 86,142 identified families here.

This would be the first in a series of four cycles of rice distributions, shares Paul Rabuya of the Provincial Government’s Bids and Awards Committee.

This too, as the national government, through the Local Government Support Fund (LGSF) downloaded its Financial Assistance to Local Government Units (FALGU) P196 million for the rice assistance program to Bohol.

It was last March 18 that Bohol received the Notice of Authority to Debit Account Issued (NADAI) from the Bureau of Treasury informing Governor Erico Aristotle Aumentado that the funds have been deposited in the province’s general fund account.

With the funds at the local government disposal and recipient officials legally liable for ensuring that all funds are managed in strict compliance with the Republic Act (RA) 9184 (Government Procurement Reform Act) and standard national auditing laws, the Provincial Bids and Awards Committee opened the bids, to which very few could qualify, according to local government sources.

“Imagine supplying 10 kilo bags of rice worth 196 million, in Bohol alone, with all the rice requirements for the people, we would be lucky to find one to supply. Even in large rice producing areas, when they too would be supplying the needs of their communities, the demand is simply too big to deliver right away,” shares Bohol Budget Officer Peter Ross Retutal.

And as counterpart funding, Governor Aumentado has asked for the Sangguniang Panlalawigan to put up a counterpart fund, and in reports, Bohol Administrator Aster Caberte quoted P11 million from local coffers as counterpart fund to meet the target coverage of vulnerable sectors.

Provincial Treasurer Esutaquio Socorin confirmed the amount, during a recent interview.

Identified beneficiaries were earlier identified by Local Government Units who were instructed to seek out the most vulnerable sectors in their localities who can be eligible for the program.

For Bohol, starting May 14, teams from the provincial government, accompanied by the supplier as per contract, started distributing 2,000 bags to Bien Unido, 1,740 bags to Valencia and 2500 bags for Panglao rice beneficiaries.
